Back in 2009, a municipal ordinance was passed to regulate the use of public spaces. It contained specific guidelines to foster dynamism in the capital. Here are some of the essential concepts it compiled:

  • Individual and collective motorized mobility will be organized to reduce their impact on the majority and to make them compatible with other uses of public space.
  • Local policies pursue the following objectives:
    • Suppress or reduce road safety problems, eliminate noise and inconvenience and make residential activity compatible with the enjoyment of public spaces.
  • Brief list of efficiency measures to be implemented:
    • Introduce a citywide 30 km/h speed limit.
    • Suppress heavy traffic in high-density residential areas and divert it through other channels.
    • Suppress through-traffic in high-density residential or commercial areas.
    • Establish areas of pedestrian preference and reduce unnecessary traffic if it does not provide a service in that city sector.
    • Grant easier access to motorized service providers in residential or commercial areas and dissuade opportunistic uses of surface parking spaces.
  • The mobility uses needed to foster residential and economic activities are permitted within the city limits and respond to the demands of modern society (access to private parking spaces, essential displacement of motorized vehicles, freight loading and unloading, home delivery and courier services, transport of heavy objects by passenger car, removals and hotel services.
